Jessica Pulay

Co-Head Policy and Markets, UK Debt Management Office

Jessica Pulay is Co-Head of Policy and Markets at the UK Debt Management Office (DMO).  She joined the DMO in 2015 and has responsibility for the UK government’s debt issuance and cash management, as well as the policy, research and business operations areas.  She is also an executive member of the DMO’s advisory board. 

Previously Jessica spent 16 years at the European Bank for Reconstruction and Development (EBRD) in London where she was Deputy Head of Funding, responsible for the EBRD’s borrowing programme and listed equity divestments.   Prior to joining the EBRD in 1999, Jessica worked as an executive director in the debt capital markets departments at Morgan Stanley and Goldman Sachs, and was also a managing director at Deutsche Bank, responsible for financing governments and supranational institutions. 

Jessica has served on a number of charity/non-profit boards and is a board member of the International Finance Facility for Immunisation (IFFIm), financing Gavi, the Vaccine Alliance.  She also chairs the board of the Wallace Collection, a London museum.  Following the 2004 Asian tsunami, Jessica helped to establish the Rawatha Orphanage in Sri Lanka. 

 

Jessica graduated with an MA/BA (Hons) degree from Christ Church, Oxford University.
