Joe Owen

Programme Director, Institute for Government,

Joe is the programme director working on our Brexit programme and is leading our research into Whitehall’s preparation for Exiting the European Union. He has also worked on the Institute’s digital government and departmental transformation research.

Joe has worked with a number of government departments as a consultant, including the Ministry of Justice and Ministry of Defence, and spent a year in the strategy team at Transport for London working on the spending review and mayoral elections.
