After a decade of doing traditional engineering, Hilton has been involved in policy research and analysis and policy development since 1990 and was centrally involved in developing the 1998 energy White Paper Policy. In parallel to policy analysis and development he has remained involved in quantitative energy and economic analysis. He was Principal Engineer Energy and Climate Change at the City of Cape Town in 2011-2013 and is currently a senior researcher at UCT with his main interest being the politics Energy Transitions.
