Bernhard Windisch
Head of Unit - Financing instruments in the EU neighbourhood, European Commission
Bernhard Windisch is Head of the Unit responsible for programming and results in the European Commission DG NEAR – Neighbourhood and Enlargement. His responsibilities include coordinating the link between financial assistance and policy and performance, as well as the legal framework for financial assistance. Previously, Bernhard was Head of Unit responsible for Budget performance & policy mainstreaming in DG Budget, where he led also the team tasked with structuring the green bond issuance framework to finance 30% of NextGenerationEU. Prior to his work in DG Budget, Bernhard has accumulated in-depth experience in banking, having worked seven years in investment banking as a quant and five years in the Commission on controlling and structuring state aid programmes to banks following the financial crisis.
